introduction

As an Aboriginal organisation, Pangula Mannamurna is an advocate for Indigenous people in the South East.

As Indigenous peoples, it is important for us to uphold our rights to overcome disadvantage. Accordingly, Pangula Mannamurna endorses the Draft United Nations Declaration on the Rights of Indigenous Peoples and promotes General Comment 14 in relation to the International Covenant on Economic, Social & Cultural Rights. The right to health has four essential elements that apply to the delivery of health care facilities and programs to Aboriginal and Torres Strait Islander communities: (i) Availability; (ii) Accessibility; (iii) Acceptability; and (iv) Quality.

The South Australian Department of Health has published a charter that describes the rights and responsibilities of patients using public health services in South Australia, which includes information for lodging complaints. To view the publication, click on the link below:

Pangula Mannamurna subscribes to these obligations to the extent that they are applicable to a community-controlled health service.
